The Ontario Court of Appeal Upholds the Jurisdiction of the Province of Ontario to Issue Mining Permits

TORONTO, March 18, 2013 /CNW/ - Rubicon Minerals Corporation (TSX: RMX | NYSE-MKT: RBY) ("Rubicon" or the "Company") has been notified that the Ontario Court of Appeal has overturned the decision of the Ontario Superior Court in Keewatin v. Minister of Natural Resources ("Keewatin").

While Rubicon was not a party to the Keewatin case, the decision of the Ontario Court of Appeal in upholding the jurisdiction of the Province of Ontario to issue mining permits is very important for mining companies in Ontario.

The Company views the Ontario Court of Appeal's ruling to overturn the Keewatin decision as a very positive outcome and firmly believes the application filed by the Wabauskang First Nation ("WFN") for judicial review of Rubicon's production closure plan for its fully-permitted Phoenix Gold Project located in Red Lake, Ontario is without merit. Rubicon believes that it has properly consulted the WFN during the drafting of the production closure plan and its ultimate approval in December 2011 by the Ministry of Northern Development and Mines.
